I used a new technique I learned on StampTV, here, where you use Spellbinder's Fancy Tags to create a frame. Needless to say when I saw the inspiration photo, after watching Gina K's tutorial the chandelier from Regal Greetings came to mind.
This card was inspired by Paper Crafts Magazine's Holiday Cards & More volume 5, page 55, "A Merry Christmas to You Card," by Jennifer Cuthberston.
